Stacey L. Flanagan is the co-founder of NJ Speaks and serves as the Chief Operating Officer of the Battery Park City Authority.

 

 

A respected public-sector executive with more than two decades of leadership experience, Flanagan has built and led high-performing teams, managed complex operations, and spearheaded innovative initiatives that strengthen communities while enhancing organizational effectiveness.

 

Before joining the Battery Park City Authority, she served for more than 12 years as the Director of the Department of Health and Human Services for the City of Jersey City, where she oversaw critical public health and human services programs serving one of New Jersey’s most diverse communities.

 

Earlier in her career, Flanagan held leadership roles at Public Health Solutions, Share Our Strength, Big Brothers Big Sisters of New York City, and the U.S. Peace Corps, gaining extensive experience in nonprofit management, community development, and public service.

 

She earned a Bachelor of Arts in Political Science from Michigan State University and a Master of Science in Nonprofit Management from The New School. She is currently pursuing a Doctor of Education, with a focus on leadership and public-sector workforce development.

 

Flanagan’s distinguished career and commitment to public service have earned recognition from the World Economic Forum Centre for Urban Transformation, The Kresge Foundation, and the National Academy of Public Administration. Through her visionary leadership, she continues to advance collaborative solutions that improve public institutions and create lasting, positive impacts for communities.
